While Nicole Kushner Meyer didn't reference President Trump by name, his photo appeared on a slide at the event that listed the "key decision makers" on the EB-5 program.

"In 2008, my brother Jared Kushner joined the family company as CEO, and recently moved to Washington to join the administration".

Kushner's personal lawyer said that Kushner "has no involvement in the operation of Kushner Companies and divested his interests in the One Journal Square", and that "he will recuse from particular matters concerning the EB-5 visa program".

And the pitch came with a sweetener: Meyer talked about the Kushner family, including her brother who holds a powerful position in the White House as senior adviser to President Trump. A brochure put it even more plainly: "Invest $500,000 and immigrate to the United States".

Kushner Companies insisted the reference was not an "attempt to lure investors". Kushner has benefited directly from that program before.

Earlier this year, a bipartisan group of legislators proposed reforms that included making it more costly to participate and more hard to defraud the government.

"EB-5 is also rife with fraud and abuse".

Meyer is a principal at Kushner Companies, which her brother (married to Ivanka Trump) ran before stepping away in order to serve his father-in-law in the White House.

Asked about Meyer's sales pitch, White House spokesman Sean Spicer said Kushner has taken steps to comply with ethics rules and referred questions to his family's firm.

Attendees were reassured by a United States lawyer that despite his tough talk on immigration, Trump himself was a key decision-maker for EB-5 policy and was unlikely to make any changes to it in the near future - making it a safe path to U.S. residency.

Kushner's sister, Nicole Kushner Meyer, took to the stage at Beijing's Ritz-Carlton hotel on Saturday as part of a tour of mainland cities to attract wealthy Chinese investors into a New Jersey luxury development with the chance of getting a U.S. green card in return. It began a quarter-century ago as a well-intentioned plan to attract worldwide capital to the United States by awarding permanent residency to 10,000 foreigners per year who agreed to invest at least $500,000 into a US business, creating at least 10 jobs directly or indirectly. By gerrymandering together rich geographic areas with poor ones, developers have managed to win approval from economic development authorities for luxury projects in Manhattan, Beverly Hills and Miami's South Beach. In September 2015, the Bipartisan Policy Center estimated that 44,000 people, a third of them foreign investors and the rest family members, had qualified since 1992.

There is no suggestion that Trump signed the bill to help the Kushner firm get investments from the Chinese, but the timing underscored the tenuous nature of the program. One report said that many applications are thousands of pages long, requiring a review of more than 14 million pages a year in a system that still relies largely on paper documents. Last year, it opened a Trump-branded apartment building in Jersey City, using money from Chinese investors in EB-5 transactions.

Jared Kushner had been listed as a manager of several entities related to the project as of January, the New York Times reported.

Painter, now a professor at the University of Minnesota Law School, said the assets Kushner shipped to the trust "belong to the family", and so he can reclaim them in the future.
