Trump's food stamp cuts face hard sell in Congress

The budget, Trump's first as president, combines his spending plan for the upcoming 2018 fiscal year with a promise to balance government books after a decade, relying on aggressive cuts, a surge in economic growth — and a $2 trillion-plus accounting gimmick. "If the Trump budget were enacted, many of Idaho's public efforts from providing access to health care to continuing the restoration of education funding would be jeopardized".

Even Republicans in Congress stressed that the administration's budget would not survive the legislative review process, which starts this week with hearings on Capitol Hill.

The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter, Ivanka, that would be designed and financed by the states through cuts to unemployment insurance.

"It's not just the treatment for opioid addiction, but it's also the fact that when you have fewer people insured, more people show up uninsured at the hospital, and those costs are passed on to everybody who has insurance", Democratic Sen. But to some experts, Trump's budget looks more like a cost shift from the federal government to the states and to people now benefiting from coverage expansions in the Obama years.

Without more than $2 trillion in such "economic feedback" over the coming decade, the nation's budget would never reach balance and would run a deficit of nearly $500 billion. "Protecting the frail and elderly is important both today and in the coming years when demand will dramatically increase".

On Capitol Hill, Trump's budget won polite praise from some Republicans, but Democrats were dismissive. Medicare funding is left untouched, though analysts suggest that strain on the Medicaid program could be felt in Medicare as well.

Over a 10-year period, Trump's $4.1 trillion budget proposal would reduce the Supplemental Nutrition Assistance Program by $193 billion, or 25 percent; the Temporary Assistance for Needy Families program by $21 billion, or 13 percent; and the Earned Income Tax Credit by $40 billion.

"My understanding is over the course of the last couple administrations, some budgets have been five years, some have been seven ... we sort of settled on this 10-year budget window for the last couple of years", Mr. Mulvaney said. "That has some Medicaid changes in it". "This budget makes it clear that we will reverse this larceny". "And we're going to respect your money as much as you do", Mulvaney testifies.

President Trump will unveil a proposed budget this week that would drive millions of people off food stamps and cut Medicaid, targeting the social safety-net programs for the poor in a new wave of spending cuts.

"I think it will be challenging for states to try to figure out what to do", said Trish Riley, executive director of the nonpartisan National Academy for State Health Policy, which advises states. In some states where leadership is enlightened, the poor might be somewhat protected. Payments to states would be capped and the states, through their governors, would have more leeway in managing the program.
