Undercover police arrest suspect in Wigan in connection with Manchester terror attack

In an indication of the level of counter-terrorism activity, a senior Whitehall source revealed that 18 plots had been foiled since 2013 in Britain, including five in just nine weeks since the Westminster attack in March this year.

Greater Manchester Police Chief Constable Ian Hopkins said, without elaborating, that searches of suspects' homes brought "very important" clues in the probe of the bombing.

The arrest was made following searches at an address in the town of Nuneaton in central England, and is the first outside the Manchester area. Islamic State did claim responsibility for the attack several hours after the bombing which killed 22 and injured 64. The perpetrator, Salman Abedi, had been reported to the authorities by people who knew him amid concern about alleged extremist views - a revelation that will lead to questions as to whether the police and MI5 could have acted earlier.

Soufiane Hamdadou, the owner of nearby restaurant Fat Olive, said he saw police with machine guns and covered faces on the street.

All the previous arrests were made in and around Manchester in northwest England where the suicide bombing took place. A woman who was arrested in Blackley on Wednesday has been released. Police closed off a number of roads around the Castlefield campus on Linby Street in Hulmebecause of a suspicious package.

Police have raided another house in Wigan after a man was arrested there on Wednesday. There had been consternation over leaks of key evidence.

British officials were particularly angry over photos published by The New York Times showing remnants of a blue backpack which may have held the explosive.

Speaking after the latest meeting of the government's emergency committee, Cobra, Theresa May said: "I will make clear to President [Donald] Trump that intelligence shared between our security agencies must remain secure".

Earlier Thursday British Prime Minister Theresa May said that the terror threat level in the United Kingdom will remain at critical after it had been raised as a result of the attack.

In addition to those killed, 116 people received medical treatment at Manchester hospitals for wounds from the blast.

Police have taken eight men into custody in the days following the attack, including the bomber's older brother, and his younger brother and father have also been detained in Libya.
