No Medicaid cuts in Trump budget? Really?

Warren pointed to a recent Congressional Budget Office analysis that found the House-passed AHCA would cut $834 billion from Medicaid and leave 23 million additional people uninsured in 2026 compared to the Affordable Care Act - a law under which she argued the uninsured rate for veterans decreased by almost 40 percent.

"As a farmer, your biggest factor is mother nature, this insurance provides the protection you need to stay in business and cover input costs for the crop in the ground", Iowa Corn Growers Association president Kurt Hora said in a release. "The cuts are draconian".

Republican House Speaker Paul Ryan hailed the Trump budget document as a starting point.

Any attempt to write the 13 annual spending bills to match Trump's request would be a recipe for failure, Cole said. Trump's budget would cut several key K-12 programs, while boosting funding for charter and private school voucher programs.

Mulvaney, a former USA congressman, later said that it was typical of how Democrats talk about Republican White House budgets. On top of that, studies have shown that Medicaid beneficiaries don't experience better health outcomes than uninsured people.

Other conservatives more staunchly defended aspects of the proposal. McCain, the chairman of the Senate Armed Services Committee, said defense spending is "part of an overall budget proposal that is dead on arrival in Congress".

But people who've read the budget are blowing holes in the claim that it balances. "It's a taxpayer-first budget, and that's how we approached it".

They point in a direction supported by many of Mr. Trump's followers, but practical politics will likely restore numerous cuts and lead to increases in Mr. Trump's spending plan.

Even some of my Republican colleagues have criticized these misguided priorities of President Trump. No one chooses food stamps over a job. And he does not propose to extract higher revenues to pay for those promises.

"The president believes that we must restore the greatness of our nation and reject the failed status quo that has left the American dream out of reach for too many families", the administration said in its budget which was titled, "The New Foundation for American Greatness".

Mulvaney, who served in the House from 2011 until earlier this year, is a co-founder of the Freedom Caucus. While Trump's budget would extend CHIP for another two years, it would also cut $5.8 billion. He does not propose ways to reduce spending in the two major areas where the federal government has made large unfunded promises, Medicare and Social Security. It would also force some people on Social Security's disability program back into the workforce.

The White House is expected to propose ending a 2015 increase in federal contributions to the state-run health plan for very low-income children.

The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter, Ivanka, that would be designed and financed by the states through cuts to unemployment insurance. There's little appetite among Capitol Hill Republicans for a genuine effort to balance the budget; GOP lawmakers this year are instead pressing to rewrite the tax code and forge a spending deal with Democrats that would permit higher military spending.
