A person familiar with Trump's thinking said the President was convinced he needed to withdraw from the pact, and there was little chance of talking his out of it. The message is simple: The sustainability train has left the station. In fact, he said, sea level rise caused by unchecked climate change could mean that cities like his "will cease to exist".

That fight has played out within the Trump administration.

He calls the expected withdrawal "a big setback".

In Denmark, climate minister Lars Christian Lilleholt said that "if true, this is a really, really bad signal from the United States".

As the Atlantic noted in an article about the future of the agreement, the worldwide promise to work on reducing emissions and take steps to fight climate change is just that - a promise.

In his first major speech on climate change since assuming charge as the head of the United Nations this January, Guterres bluntly warned the worldwide community that the "world is in a mess" and the impact of climate change could affect food production, water security and weather patterns "from Canada to India".

In 2014, he told Fox News that record cold across the country proves climate change is a "hoax" carried about by scientists who are "having a lot of fun". "Climate solutions provide opportunities that are unmatchable".

"The world is in a mess", Guterres said.

During his 2016 presidential campaign, Trump blasted the Paris Agreement, and called global warming a hoax aimed at weakening U.S. industry. He could announce that the United States is abandoning the agreement, but it would take until 2020 to actually leave. And the final decision may not be entirely clear-cut: Aides were still deliberating on "caveats in the language", one official said.

The official has insisted on anonymity in order to discuss the decision before the official announcement.

The new administration has fiercely battled over what to do about the agreement, which then-candidate Trump promised to cancel during the campaign.

White House officials cautioned that details were still being hammered out and that, although close, the decision on withdrawing from the worldwide accord - agreed to by almost 200 countries in Paris in 2015 - was not finalized. In April, Mr. Trump was set to announce a withdrawal from the NAFTA free trade agreement, but at the last minute changed his mind after intense discussions with advisers and calls from the leaders of Canada and Mexico. Trump was pressured heavily by his foreign counterparts during last week's G7 meetings in Sicily to remain in the deal, but his advisers say he felt little obligation to concede to that point of view.
