Federal Contractor Charged With Leaking Classified Documents, Reportedly to The Intercept

Russian military intelligence executed a cyberattack on at least one US voting software supplier and sent spear-phishing emails to more than 100 local election officials just days before last November's presidential election, according to a highly classified intelligence report obtained by The Intercept.

The Intercept notes the document is dated May 5, 2017, and states, "Russian General Staff Main Intelligence Directorate actors ... executed cyber espionage operations against a named US company in August 2016, evidently to obtain information on elections-related software and hardware solutions".

The FBI made good on President Donald Trump's repeated promise to "find the leakers" Monday, arresting and charging 25-year-old Reality Leigh Winner with leaking classified documents to the media. The May 5 NSA report details a 2016 Russian military cyberattack on a United States voting software supplier. Late last August, the report says that these hackers sent emails that seemed to be from Google to workers at an election software company in the USA, the report said.

"As we reported in the story, the NSA document was provided to us anonymously", Vivian Siu, the Intercept's director of Communications, told VICE News in an email.

Victor is a contractor with Pluribus International Corporation assigned to a US government agency facility in Georgia.

The US Justice Department said on Monday (5 June) that victor was a contractor with Pluribus International Corporation and was assigned to a US government agency facility in Georgia.

"The actors likely used data obtained from that operation to ... launch a voter registration-themed spear-phishing campaign targeting U.S. local government organizations".

While the name of the company is unclear, the report refers to an undisclosed product made by VR Systems - an electronic voting services and equipment vendor in Florida that has contract in eight states, including NY.

"Russian intelligence obtained and maintained access to elements of multiple U.S. state or local electoral boards", the NSA concluded, citing information "that became available in April 2017". USA intelligence officials then asked The Intercept to redact certain sections.

Victor was arrested by the FBI at her home on Saturday and appeared in federal court in Augusta, Ga., on Monday.

"Releasing classified material without authorization threatens our nation's security and undermines public faith in government", Deputy Attorney General Rod Rosenstein said in a statement announcing the charges against victor.

Winner's mother said that her daughter is "touch and go" in an interview with CNN on Monday.

The Intercept did not say how it came to possess the leaked NSA report. "She is a very good person". During that conversation, victor admitted intentionally identifying and printing the classified intelligence reporting at issue despite not having a "need to know", and with knowledge that the intelligence reporting was classified.

An affidavit filed by an FBI agent said the investigation moved quickly after authorities learned less than a week ago that the document had been obtained by a news organisation, because the organisation had asked for a comment on the classified material. The U.S. Government Agency determined that six individuals printed this reporting. Approximately a few days later, victor unlawfully transmitted by mail the intelligence reporting to an online news outlet.

"I think she's trying to be fearless for me", Billie Winner said.
