Goldman's Venezuelan bond deal a 'cynically opportunist bet:' Fmr. Goldman managing director

Venezuela Congress Wall Street Goldman Sachs D ictatorial regime Cash strapped Venezuela cash-strapped country

Meanwhile in Venezuela itself, opposition protesters completed 60 days on the streets as a student march maintained the momentum of a movement calling for the leftist Maduro to hold elections and allow humanitarian aid into a nation struck by widespread hunger and shortages.

From the first sunbeam, there is an enthusiastic crowd of people in front of the headquarters of the Attorney General´s Office next to the Ministry of Interior, Peace and Justice, chanting "Long Live Commander Hugo Chavez and President Nicolas Maduro", awaiting opposition groups "to take to the streets" as they promised. "We agree that life there has to get better, and we made the investment in part because we believe it will".

Opposition politicians said at least 89 people were injured when protesters clashed with security forces blocking their way.

The text backs mediation efforts by many countries in the region and calls on the EU's High Representative for foreign policy to explore actively with global and regional organisations "other measures that would enable the European Union to restore full democracy to Venezuela".

At a news conference, Borges asked for "help" from European Union institutions so that "those who have violated human rights are also hit with sanctions".

"We recognize that the situation is complex and evolving and that Venezuela is in crisis", the firm said in a statement.

The National Assembly also approved a motion late Tuesday to petition the U.S. Congress to probe the deal, which lawmakers said will prop up the country's embattled president.

The assembly said it is "deeply concerned and moved by news that has been conveyed to us about the grave situation in Venezuela".

"By giving $900 million to a dictatorship, they are funding a systematic human rights violator, they are funding immorality and for Maduro to stay in power while he keeps killing people", Eduardo Lugo, 23, a Venezuelan attending college in NY and a leader of the protest, told Reuters.

The statement did not include the price of the bonds or the amount purchased.

For its part, Goldman Sachs says it bought the bonds in a secondary market, meaning it wasn't a direct trade with Venezuela's government.

Mr Maduro says the protests are a violent attempt at a coup and insists the country is the victim of an "economic war" supported by Washington. Last month, Borges sent over a dozen letters to worldwide banks requesting that they refuse to service transactions with the Venezuelan government.

The Organization of American States (OAS) held foreign ministers' meeting on the crisis in Venezuela amid heightened tensions between the opposition and the government in Washington DC on Wednesday. That apparently includes an $865 million transaction involving debt from state-run oil company PDVSA, which owns gasoline provider Citgo.

"Little by little", Martínez Yabrudi said, "the countries of the OAS, the countries of the world have realized that they can not be accomplices" to repression.

Members of the opposition party have threatened not to honor the bonds or do business with Goldman Sachs if they do come into power.

Investors can buy some Venezuela government-tied bonds at one third their face value, despite the risk of imminent financial collapse that could lead to a debt default.
