Seattle Police Shooting Raises Concerns About Officers' Disarmament Efforts

On Monday, investigators released a four-minute audio clip of the officers involved before they arrived at Charleena Lyle's home to take the report. She was arrested 26 times, most recently on June 5th, two weeks before she was shot and killed.

Lyles was hit multiple times and died inside the apartment. Lyles answers "Yes." Ten seconds after her response, there are sounds of a scuffle and officers shouting "Get back!"

Seattle police confirmed that two boys and one girl, aged 11, 4, and 1, were in the apartment at the time of the shooting, and have since been given over to family members.

The officers were responding to Lyles' call reporting an attempted burglary.

Many on social media are outraged at Charleena's death, particularly given her race, her mental health issues, and that she was pregnant.

Detective Patrick Michaud said Seattle officers are required to carry a less-lethal option to subdue suspects and have a choice between a Taser, baton or pepper spray.

Federal investigators also found evidence of biased policing.

Police were also called to Lyles's apartment June 5 on reports of a domestic disturbance. The woman can be heard telling the officers the door was unlocked.

The incident came days after a police officer in Minnesota was cleared of all charges in the 2016 shooting death of Philando Castile, an African American man who was killed in his vehicle in front of his r four-year-old daughter.

"Even if my sister had a knife in her hand, she weighs like nothing, even if she's soaking wet", Monika Williams told reporters at a Sunday evening vigil", Lyles' sister said.

The initial conversation between the pregnant woman and the two Seattle police officers seemed polite, professional and calm. How is it possible that two officers couldn't restrain a "tiny" 30-year-old woman without using guns?

The Seattle Police Department in a statement posted on its website along with the audio recording said that two officers were sent on Sunday to respond to the report of a burglary, instead of the typical one, "because of a recent officer safety caution associated with the caller".

She had reported a stolen Xbox video game unit. A message left for the Seattle Police Department by InsideEdition.com Tuesday was not immediately returned.

Cries from at least one of her children can be heard in the background, according to the audio released Monday, June 19.

The woman was identified by family members as 30-year-old Charleena Lyles, who relatives said was a mother suffering from mental health issues.

The officers talked about the woman previously having large metal shears, trying to prevent officers from leaving her apartment and making "weird statements" about her and her daughter turning into wolves. After Lyles let them into her home for further questioning, the officers are heard yelling "Get back!"

The officers get her name then she invites them into her house to show them that some of her possessions were missing.

"Do our lives really matter to them?" he asked.

Lyles lived at the Brettler Family Place Apartments near Magnuson Park. At 9:38, one of the officers' arms can be seen in the doorway. As part of a federal consent decree, the Seattle Police Department has emphasized training in "crisis intervention", which stresses techniques for lowering the tension when encountering people with mental illness or other cognitive problems. "This will be fully investigated", he said. However, officers need to decide if they have time to use those weapons of if they have to resort to lethal force.
