US to seek more security on international flights

Airlines that failed to satisfy new security requirements could still face future in-cabin electronics restrictions, the sources said.

He said they will include tougher screening, particularly of electronic devices, plus new technology and procedures to protect planes from so-called insider attacks by airline employees. Laptops and other devices larger than cell phones will be allowed back on those flights if airlines follow the new rules.

Airlines that do not comply with the increased checks have been warned there would be consequences including laptop bans.

According to Reuters, Homeland Security Secretary John Kelly said that usa authorities want to lift the ban from the 10 airports to which it now applies "by simply doing the kind of things we're talking about here in terms of raising aviation security".

Airline officials told Reuters they are concerned about adding new enhanced security measures to all airports worldwide that have direct flights to the United States rather than focus them on airports where threats are highest.

Airline officials said they will have to bear the brunt of expanded screening costs. And they said airlines and airports may institute pre-check programs like those approved by the Transportation Security Administration for use in US airports. They came amid fears that a concealed bomb could be installed in electronic devices taken aboard aircraft.

US airline stocks were higher on Wednesday, with United Continental Holdings up 0.9 percent, Delta Air Lines Inc up 1.9 percent and American Airlines Group up 1.5 percent.

Secretary of Homeland Security John Kelly told a security conference in Washington on Wednesday that the new security measures will be "both seen and unseen" and will be phased in over time.

The government had considered expanding the laptop ban to include some European airports, though in recent public comments Kelly had suggested the government was looking at alternatives.

Kelly met with senior airline executives in May and Homeland Security officials have had repeated meetings with USA airline executives.

The new security measures announced Wednesday could lead to those bans being lifted, a senior DHS official said. TSA had expected to begin testing CT scanners for carry-on luggage by the end of 2016.

The ban on laptops in the cabin is based on the belief that a bomb in the cargo hold would need to be bigger than one in the cabin, and capable of remote detonation.
