Democrats in the Illinois House say they'll try to pass a state budget Friday.

In addition to Pritchard, local Democratic Representative Stephanie Kifowit voted for the tax increase.

Republican Gov. Bruce Rauner - who has been embroiled in a showdown with Democratic legislative leaders over budget and policy issues since he took office in 2015 - has vowed to veto the bill if it passes the Senate.

"While the majority in the General Assembly has been unable to move forward with a balanced budget, it has found the time to inflict further abuse on IL taxpayers", he said in a statement.

Several school district superintendents were also present for Sunday's vote.

The vote was 81-34 for a budget that spends about $36 billion. "We can vote. We can do our jobs we can get it done".

Nevertheless, Democratic Rep. Greg Harris says IL is "peering into the darkness", and calls Friday's scheduled votes "a moment of truth". As a solution to pay back the billions owed in bills that are overdue, the Senate has proposed a borrowings plan which will be reviewed by the House now.

"Under Speaker Madigan's direction, legislators chose to double down on higher taxes while protecting the special interests and refusing to reform the status quo".

Quiet tension filled the House chamber as frustrated Republicans were tight lipped about whether or not they would vote for a permanent tax increase. Rauner has long maintained that he would only agree to higher taxes if Democrats reform workers' compensation, freeze property taxes and ease restrictions on local government consolidation-all changes he says will make IL more economically competitive. "Instead, they allowed Mike Madigan to play his political games, passed phony budgets, racked up our debt and inflicted pain on the most vulnerable - all of this to force a permanent, 32 percent tax increase on IL families". In the few months I have been in office, I have been clear that I don't believe turning to the middle-class to pay more in taxes is the answer to the governor's budget crisis.

"For two and a half years we have been working to find common ground on a balanced budget". Downgrades are possible any day.

"The legislature could have passed a no-reform budget like this one two years ago", the statement continued. Instead, they allowed Mike Madigan to play his political games, passed phony budgets, racked up our debt and inflicted pain on the most vulnerable.

"If I lose my seat so be it", state Rep. Michael Unes, R-Pekin said, adding the state shouldn't have gotten so close to a financial collapse.
