The agriculture industry urges caution on the NAFTA renegotiation

President Trump's team can officially start trade talks with Canada and Mexico on August 16 to renegotiate NAFTA

Since NAFTA came into force in 1994, the United States trade gap in goods with Mexico had soared from a $1.3 billion surplus to a $64 billion deficit, USTR said. Achieving Trump's campaign-promised NAFTA deficit-lowering and US job creation goals will require changes to NAFTA that GOP congressional leaders and the corporate lobby oppose and about which this document remains vague.

The US listed it's North American Free Trade Agreement goals Monday. In releasing the summary, his office said, "The negotiating objectives aim to apply the highest standards covering the broadest possible range of goods and services to ensure truly free and fair trade that supports higher-paying jobs and economic growth in the United States". "The thought that you could do all of this in an expedited negotiation is very optimistic".

The negotiating summary also pledges to strengthen so-called rules of origin dictating the amount of North American content included in products, eliminate barriers to US investment in all sectors, and secure commitments from Canada and Mexico not to manipulate their currencies.

The summary makes no mention of such tariffs, instead calling for the new agreement to "maintain existing reciprocal duty-free market access for industrial goods and strengthen disciplines to address nontariff barriers that constrain US exports to NAFTA countries".

At stake for Arizona is $8.3 billion in exports to Mexico and $2.1 billion in exports to Canada a year ago, according to data from the International Trade Association.

USTR said that it had received more than 12,000 comments in response to its consultation, and heard from 140 witnesses at public hearings. Negotiations are set to begin in August.

Schott said there were "no major surprises" and little controversy in the document released Monday. Plus, the US wants to make sure that goods meeting the rules of origin "receive NAFTA benefits, prevent duty evasion, and combat customs offences".

The Trump administration on Monday released its wish list for NAFTA negotiations, taking the latest step in what is likely to be a long process of reevaluating the almost 25-year-old trade deal. Both countries, in addition to the US, are signors to the 1994 NAFTA trade deal.

"There's nothing in there that terrifies establishment Republicans on Capitol Hill or the Mexicans and Canadians who'll ultimately be sitting across the negotiating table", says Jonathan Swan at Axios.

With the publication of more than a hundred goals, it is hard to say how many of them will be handsome and well-adopted in the renegotiation of the NAFTA.

But while the bilateral deficit has increased, trade among the three countries has soared and the deal forms the backbone of cross-border manufacturing arrangements, including for autos.
