What's next for McConnell, GOP senators after the latest health care failure?

Now, Senate Majority Leader Mitch McConnell is promoting a new version, referred to as a "skinny repeal" or a "least common denominator" bill.

Some Republicans, including those who voted against "skinny repeal" like John McCain, are now talking about trying to get Democratic help in the health care replacement efforts rather than strictly relying on Republican support. Repealing key provisions of Obamacare without replacing them could cause insurers to flee and premiums to rise. It reportedly would repeal the ACA's individual and employer mandates, along with its medical device tax.

While a handful of senators are calling for a conference, others want to vote on the "skinny" bill without any changes.

Here's what McCain said in his speech Tuesday: "Why don't we try the old way of legislating in the Senate, the way our rules and customs encourage us to act".

But unlike the "skinny repeal", Republican attempts to repeal the Affordable Care Act will not die.

The "skinny repeal" - which was aimed at repealing the aspects of the Affordable Care Act that all factions of the conference agreed upon while leaving large portions in tact - was a last-ditch effort by leadership hoping to use the bill as a vehicle to conference with the lower chamber.

Sen. John Cornyn of Texas, a Republican leader, blasted the Democrats ideas last week, saying they are "asking for tens of millions of dollars, of tax dollars, for insurance company bailouts". Friday's vote went down by a 51-49 margin, with three Republicans, including McCain, joining all 48 Democrats in opposition of the bill. "We thought they deserved better", he said in his remarks on the floor. But later, he told reporters that Ryan had assured him and others in a phone conversation that the House would hold talks with the Senate.

Now that three Obamacare repeal efforts have failed in one week, and the House of Representatives is about to leave for its recess, is the Republican movement to repeal and replace Obamacare dead? They would then present it to the House and Senate for final votes later in September, with limited debate and no amendments allowed - and with GOP leaders applying maximum pressure on Republican senators and House members to fall in line. He would like to, nevertheless, vote for the bill if he can get assurances from the House that it will not become law.

Together, the senators have more than enough votes to block the "skinny" bill from going to the House, where it could be passed and then sent to President Donald Trump.

"The White House doesn't support a conference, the White House really likes the skinny bill and would like it to become law", Murphy said, according to the Guardian.

With but a two-vote majority, they can only spare two defections. But without a clear consensus on what a replacement health care system would look like, it's hard to imagine such an effort would go very differently from what's already happened. "It is time to move on", Sen.

Ryan responded not long after with a discursive and far from definitive statement that blamed the Senate for being unable to pass anything, but said, "if moving forward requires a conference committee, that is something the House is willing to do".
