He is attempting to bolster his power by creating a new assembly which will tear up the constitution and effectively create a one-party state.

Today, through a secret, direct and worldwide vote, the Venezuelan population elect 537 parliamentarians and the remaining eight members of the assembly will be voted on August 1st amid the indigenous communities of Venezuela.

The government says the constituent assembly is the only way to bring peace back to the country after months of violent protests. The prosecutors office reported a youth opposition leader was killed in the coastal city of Cumana and it was investigating two other deaths related to protests in the Andean state of Merida.

In the west of Caracas, national guard troops fanning out to put down any disruption to the election used armored vehicles and fired teargas to disperse protesters blocking roads.

State television showed Maduro casting the first vote in a west Caracas polling station.

Turnout will be a key factor to give the vote a facade of legitimacy.

Surveys however suggest that his plan is rejected by more than 70 percent of Venezuelans.

Fear of the violence worsening has rippled across the region, and beyond.

Colombia says it will grant temporary legal status to more than 150,000 Venezuelans who have overstayed visas due to the deteriorating political and economic crisis in their home country.

Air France and Iberia both announced they were suspending their flights to the country during the weekend vote.

Venezuelans appear to be abstaining in massive numbers in a show of silent protest against a vote to select a constitutional assembly giving the government virtually unlimited powers. "It seems that this National Constituent Assembly will take the same path", Rodriguez said.

As Maduro effectively steers his country toward one-party rule, he sets it on a collision course with the United States, which buys almost half of Venezuela's oil.

Tens of thousands of Venezuelans from across the country lined up long before dawn to cast their ballots on Sunday for the National Constituent Assembly. Two diplomats resigned this week in dissent: one at the United Nations and another at the embassy in Panama.

The voting system is also being labelled a fraud - the opposition is urging people to boycott the vote all together, which would leave only Maduro's supporters to carry him into office.
