Philippines to host international summit with focus on security

Tillerson's promise of a US response followed his Sunday meeting in the Philippines with Russian Foreign Minister Sergey Lavrov, where the secretary of state said he asked his Russian counterpart "several clarifying questions".

Commenting on the U.S. call to downgrade diplomatic ties or isolate Pyongyang for its missile tests, Foreign Secretary Alan Peter Cayetano said it is studying how to downgrade because it does not have much engagement with them.

The bill, while continuing sanctions imposed by former President Obama in December that included seizing two Russian compounds in Maryland and Long Island, also limits Trump's ability to ease or reject the penalties without congressional approval.

It would be the first such meeting since U.S. President Donald Trump took office in January.

The top U.S. diplomat told his Russian counterpart that Moscow's alleged meddling in USA election has seriously damaged the relationship between the two countries.

Ryabkov said that if the USA continues the diplomatic tit-for-tat by expelling more Russian diplomats, Russia would respond in kind, Russian state-controlled news agency RIA reported.

Later on Monday, North Korea's Ri Yong Ho said Pyongyang is not open to negotiations on its nuclear and missile program, unless Washington agrees to give up its "hostile policy".

Moscow vehemently denies any efforts to influence the United States election, and retaliatory sanctions passed by Congress last month - against President Trump's wishes - have sparked a tit-for-tat.

Tillerson's visit also comes just weeks after the US House of Representatives' human rights commission held a hearing on alleged murders as part of President Rodrigo Duterte's war on drugs.

Tillerson made the comments in a meeting with Russian counterpart Sergei Lavrov saying he sees Moscow's relations pragmatically and believed problems could be addressed.

"This chase after a phantom external enemy triggered the effects we are witnesses to today, including the new law and the paranoidal, unexplainable, and irrational wave of charges against Russian Federation of all mortal sins and a certain persecution mania many politicians and functionaries in Washington experience today", he believes.

U.S. secretary of state is scheduled to visit the region next week to push for downgrading of diplomatic engagements and exchanges with North Korea.

The Trump administration named Volker to the position in July.

Lavrov's upbeat assessment came amid what the USA has called a diplomatic low point unseen since the end of the Cold War.

Last month, the sides agreed to "exchange scheduling proposals in the near future" for that dialogue and for talks on extending New START, a 2010 accord that requires them to cut deployed strategic nuclear forces to 1,550 warheads and 700 delivery systems by Feb 5 2018.

Russian Foreign Minister Sergei Lavrov said on Sunday that despite tensions with Washington, he believed his U.S. colleagues were prepared to keep communication lines open with Moscow. Other issues discussed included the situation on the Korean Peninsula following the adoption of UN Security Council Resolution 2371 on August 5.

"We hope that with a sensible approach on behalf of all involved parties, including the United States, South Korea and Japan, we will be able to find a solution, which will be acceptable for all participants", Russia's top diplomat added.
