Trump Seeks Probe by His Trade Office of China's Practices

The forced sharing of intellectual property with Chinese firms has been a long-standing concern of the USA business community. Landing a blow against China would also be more complicated if the USA chooses to target sectors where the countries are connected along global supply chains, which make up a most of their bilateral trade.

Iron ore cargoes from North Korea usually sell for about 100 yuan a tonne less than those from top suppliers, Australia and Brazil, a third China-based trader who handles iron ore but is not involved in North Korean business said.

American threats to get tough on trade with China won't help solve the crisis over North Korea.

The action will allow the Trump administration to impose trade restrictions on China, which is accused of stealing intellectual property from the United States.

There could be a significant game of global chess at play whereby Russian Federation and China use any U.S. confrontation to isolate the global leader whose mantle is being questioned.

Trump signed a memorandum Monday that directs U.S. Trade Representative Robert Lighthizer to determine whether an investigation is needed into alleged unfair Chinese trade practices.

Section 301 of the Trade Act of 1974, a popular trade tool in the 1980s that has been rarely used in the past decade, allows the president to unilaterally impose tariffs or other trade restrictions to protect USA industries from "unfair trade practices" of foreign countries. Trump's latest move does not mean any immediate sanctions on China as is being reported by some media outlets, but might lead to one at the end of the investigation which could take as long as a year.

Trump's memo comes amid heightened tensions between the USA and North Korea and increasing frustration in the White House that China has not done more to rein in Pyongyang.

Trump, in the past, has tied trade policy to national security.

An administration official contended that the possible investigation was unrelated to the showdown with North Korea. From lamps to birthday candles, from flip-flops to mouse traps, "Made in China" goods have long become an indispensable part of everyday life for many USA households.

Trump said on July 17 that he wants a new agreement to cut the $64 billion trade deficit with Mexico. Steel and aluminum shipments make up only 3.5 percent of total exports and account for just 0.7 percent of GDP, according to Fielding Chen, an economist at Bloomberg Intelligence in Hong Kong.

"Even if China has problems with intellectual property rights, the use of Section 301 to punish China will make people think that the United States puts its domestic rules above global law, which will further tarnish the country's worldwide image", Zhu said.
