Reacting to the latest move, Russian Foreign Minister Sergey Lavrov said at a news conference in Moscow that Russia will "study" the announcement but that it "is not going to take it out on USA citizens".

"Russia's decision to reduce the United States' diplomatic presence here calls into question Russia's seriousness about pursuing better relations".

It showed that wait times for visitor visa appointments at the Moscow embassy had risen from 50 days to 70 days between August 2 and August 19, and from 17 days to 44 days at the consulate in St. Petersburg in the same time period.

The changes in USA policy in Russia will affect only a small number of Russians.

The U.S. will suspend all nonimmigrant visa operations across Russian Federation on Wednesday, its embassy in Moscow said on Monday.

"I just familiarized myself with this decision; only saw its summary in media reports".

"The Americans are trying to turn Russian citizens against the Foreign Ministry leadership and Russian authorities, but [U.S.] steps have meant people can't calmly travel to America". In Moscow, officials argued the visa freeze would affect relatively few Russian citizens.

Starting September 1, the embassy will be the only location in Russian Federation issuing U.S. visas, according to a statement on its website.

Business travellers would still be able to apply for a passport at the Moscow embassy, and tourists "can choose a different destination", Dzhabarov, the senator, said.

"The applicants feel uncomfortable, because they don't know what to do with tickets and hotels", the agency said.
