Republicans Making One Last Push to Repeal and Replace Obamacare

Democrats had victories over congressional Republicans this month but now find themselves on the defensive

Yet Sen. Rand Paul, Kentucky Republican, rejected the bill on Twitter as Mr. Cassidy spoke to reporters, lengthening the odds of success as the GOP continues to struggle with seven-year promise to scrap the Affordable Care Act.

Because the Graham-Cassidy plan has no Democratic support, Republicans have only until September 30 to push it through the Senate before rules expire that allow it to be passed with 50 senators plus Vice President Mike Pence's tiebreaking vote. Conservatives should say no. Bill Cassidy, R-La., left, and Sen. "It's time for them to get the job done". In certain respects, it's even worse than the earlier repeal measures, which at least kept some of the structure of Obamacare's subsidies in place.

Sen. Charles Schumer (D-N.Y.) is proposing a $1 billion infrastructure bill crafted by Congressional Democrats that could create as many as 15 million jobs. The states would then tailor the money to their own health care plans. Republican (and sometimes Democratic) governors have always been cheerleaders for this concept, though they are generally not as willing as members of Congress or conservative activists to contemplate a compete federal abandonment of Medicaid to the states at some point down the road. "If I could just say again, the way to do this is have a bill, put it through committee", he said on CBS's "Face the Nation". Graham are using the push for government-run care as a spur, saying Republicans must act fast to devolve power from Washington and move beyond an Obamacare model that's been faulted by both sides of the aisle. The bill is still on the Senate calendar.

Congress's nonpartisan budget analyst said it is working to provide a "preliminary assessment" of the latest Republican health-care bill by early next week but will not estimate how the measure would affect health insurance premiums or the number of people with medical coverage until later.

Co-sponsoring the proposal with Graham and Cassidy are Chairman Ron Johnson, R-Wisc., and Dean Heller, R-Nev. But two of the three key governors with GOP senators on the fence are from expansion states: Alaska (independent Bill Walker) and Doug Ducey (Republican from Arizona).

Because the measure strives to equalize Medicaid funding between states, some Republicans from Medicaid expansion states in the House could find it hard to support. The CBPP report showed that Graham-Cassidy would reduce federal funding for health coverage in both ME and Alaska and cut Medicaid overall. So, as in so many other aspects of this proposal, "flexibility" to cut eligibility and benefits. "Nevertheless, FreedomWorks is treating it as what is likely to be the last serious attempt to reform Obamacare".

While the bill has gained support from many Republicans, not everyone is on board with the legislation. President Donald Trump let the Republican senators know he's rooting for them, though he didn't explicitly supporting the legislation. Graham and Cassidy would move us.
