NHK issued another message within minutes calling the alert a mistake.

The state was slow to contain the situation, waiting 23 minutes to call officials with the Federal Emergency Management Agency to get unnecessary approval to send a retraction.

Last September, television viewers in California's Orange County were confronted with two freaky emergency alerts that included a female voice warning of an impending apocalypse.

A few minutes later, NHK corrected the wrong information.

The mistake - which was not corrected for nearly three-quarters of an hour - resulted in Hawaiian residents receiving emergency alerts on their mobile devices stating: "BALLISTIC MISSILE THREAT INBOUND TO HAWAII".

Sen Mazie Hirono, D-Hawaii, says it's clear that human error initiated the false alert.
