Parents of captive siblings to make court appearance in California

The children who were found malnourished and chained up reportedly received one meal a day

David and Louise Turpin lived with their children between ages 2 and 29 in Perris, southeast of Los Angeles.

After their rescue, the victims were given food and beverages, then the six minors were taken to Riverside University Hospital System Medical Center for treatment, according to the Riverside County Sheriff's Department.

The "depraved" details were shared in a press conference led by Riverside County District Attorney Mike Hestrin today.

Prosecutors believe the neglect began when the couple lived in Fort Worth for several years in the 1990s. "The victims report that as a punishment starting many years ago they to be tied up, first with ropes".

Investigators on Wednesday conducted an exhaustive search of the foul-smelling, filthy tract home east of Los Angeles where a California couple are accused of keeping captive and almost starving their 13 minor and adult children, police said. The kids were chained in rooms for weeks - even months at a time - not even allowed to go to the restroom. "But this has been going on before they even had children. they were real private, and they didn't come around much".

If the children washed their hands above the wrist, they were accused of playing in the water and were chained up, Hestrin said.

The children - whose names all begin with J in a chilling echo of reality TV family the Kardashians - never received dental care, and they had not seen a doctor in more than four years, it is claimed.

The parents David, 57, and Louise Turpin, 49, now face charges of torture and child endangerment. Sometimes, the parents would allegedly buy apple or pumpkin pies, leave them on the counter and let them go uneaten, prohibiting the children from tasting them.

As a result of their isolation, Hestrin said "the children lack a basic knowledge of life".

Police said she dialed 911 on a deactivated cellphone near the house, which is about 80 miles outside Los Angeles. When the girl who escaped was asked if any pills were in the home, she did not understand what medication was. The parents would buy food for themselves, but their kids weren't allowed to eat it. I can tell you that they're very friendly. But neighbors said the thick sod of the front lawn had been put down by the children last fall, working at night under TV-style lights as their mother looked on. One of the adult children attended school but Louise would wait outside his classroom to take him home after the classes. The Turpin children were discovered, filthy and starving, after one girl, aged 17, climbed out of a window and raised the alarm.

He described a weird situation in which the family slept all day and stayed up all night, going to bed at 4 a.m. Responding officers said the teen was slightly emaciated and "appeared to be only 10 years old".

The siblings, who ranged in age from 2 to 29, were severely malnourished, according to police. He said another sibling escaped with her, but that sibling became afraid and returned to the house. "Numerous children didn't know what a police officer was.", Hestrin said. But she was concerned about the children's weights, Robinette told NBC's "Today" show.
