Shutdown looms larger in Senate after House vote

Republicans control the Senate but with Senator John McCain undergoing cancer treatment at home in Arizona, they will need at least 10 Democrats to reach the 60 votes required to pass a spending bill.

The group introduced a bill that would withhold the pay of members of Congress if the government shuts down. "That is a very basic and fundamental duty".

The House has already passed a short-term spending bill that funds the government through February 16, eliminates some taxes created by the Affordable Care Act, and re-authorizes the Children's Health Insurance Program for six years.

He blasted the Democrats for their plan to reject the four-week spending bill, saying they were "holding the entire country hostage" in an effort to win protections for immigrants who came to the US illegally as children.

After the House passed a four-week, government-wide spending bill, Senate Democrats vowed a filibuster unless there's a deal to protect around 700,000 immigrants from deportation who arrived in the U.S.as children and stayed illegally.

President Donald Trump entered the fray early Friday morning, mentioning the House-approved bill on Twitter, adding: "Democrats are needed if it is to pass in the Senate - but they want illegal immigration and weak borders".

If there is a government shutdown, it does not mean that the United States military would be unable to defend the country, despite suggestions to the contrary from the president and fellow Republicans.

The White House remains optimistic the stopgap measure will pass. My friend the Democratic Leader now wants his members to pass a bill that allows S-CHIP to expire. "It doesn't really involve government funding", he told Fox News Channel.

Conservatives in the House Freedom Caucus largely backed the measure, after spending much of the day in negotiations with the White House and GOP leaders over concerns about military funding levels and the larger debate between the White House and Capitol Hill over immigration reform.

Lindsey Graham, of SC, says he is opposed because he wants more military spending and an immigration deal. "However, when we look at holiday sales, they continue into January", Bovino said.

Although he was meeting Defence Secretary Jim Mattis and other senior Pentagon officials to get briefed on two key defence reports - on nuclear policy and defence strategy - Trump emphasized in remarks to reporters that the budget showdown was uppermost on his mind.

The military is considered essential to maintaining a functioning US government, meaning members of the military are still required to report to work during a shutdown.

"I am not going to support continuing this fiasco for 30 more days by voting for a continuing resolution", Graham said Thursday. The White House and Senate GOP leaders have not yet indicated whether they would accept that offer. "Ultimately I'm not afraid to walk into this valley with Democrats being the ones to shut it down and see if we can't message the truth here".

A White House spokeswoman denied that Trump's planned trip to Florida had been canceled, saying no decisions about travel beyond Friday have yet been made.

Of course, in the age of Trump where each day seems to contain a year's worth of news cycles, it's hard to say how lasting the political fallout from a shutdown would be.

The last time the government shut down was in 2013 over then president Barack Obama's healthcare plan. Without a unified Republican conference heading into that vote, leaders would be forced to give concessions to Democrats in order to get their support and avoid any shutdown.

The House of Representatives passed a one month budget extension that's expected to come to a screeching halt in the Senate. "We're rebuilding our military".

Another Democrat, Henry Cuellar of Texas, said he is is a "no for now" but if his vote is needed to avert shutdown he will vote "yes".

Trump said the meeting was "excellent" and that efforts were continuing.

And while short-term spending bills have been used for decades, the pattern of Congress lurching from one after another after another is a more recent development, a phenomenon that has been partly spurred by the increasing polarization in Washington and the advent of strict spending caps enacted in 2011.

While Republicans like Ryan suggested that the president was endorsing the GOP's approach, others found the tweets inexplicable and unhelpful ahead of a possible election-year shutdown.

Senators sparred on the floor Thursday evening, but didn't get anywhere.
