And while short-term spending bills have been used for decades, the pattern of Congress lurching from one after another after another is a more recent development, a phenomenon that has been partly spurred by the increasing polarization in Washington and the advent of strict spending caps enacted in 2011.

While Republicans like Ryan suggested that the president was endorsing the GOP's approach, others found the tweets inexplicable and unhelpful ahead of a possible election-year shutdown.

Senators sparred on the floor Thursday evening, but didn't get anywhere.
