Page's ties to Russian Federation came back under scrutiny once he left the Trump campaign in September 2016.

The memo also mentions that when they were initially seeking a warrant to begin surveilling Page, the Federal Bureau of Investigation and the Justice Department did not fully explain to an intelligence court judge that they were acting based on information uncovered by former British spy Christopher Steele, the author of the infamous but still unconfirmed dossier detailing Trump's alleged connections to Russian Federation. The House Intelligence Committee is expected to vote this week on whether to release the memo.

A controversial and classified memo shows that Deputy Attorney General Rod Rosenstein okayed an application shortly after taking office past year to monitor a former Trump campaign associate, according to a report.

The document also claims the DOJ backed their eavesdropping on Page extension with intel compiled in a controversial dossier compiled by British ex-spy Christopher Steele, the Times reported. It would give President Trump five days to object; otherwise, the memo will be released. The White House is reportedly pressuring for the memo to be made public, while some Democrats counter that the Justice Department should be consulted before a memo based on classified information is released publicly.

In seeking the warrant's renewal, Rosenstein would have had to attest that he believed there was probable cause that Page was acting as an agent of Russian Federation. Page has sued BuzzFeed for publishing the dossier. Last summer, the president considered firing Rosenstein, who is overseeing the investigation that so far has led to indictments against four Trump associates.

The memo, the Times reports, suggests Rosenstein didn't present a strong enough case to renew the warrant in the Foreign Intelligence Surveillance Court.

"Based on numerous news reports, top officials at the F.B.I. have engaged in conduct that shows bias against President Trump and bias for Hillary Clinton", Hogan Gidley told the Times.

Justice Department officials, the memo reportedly says, weren't clear enough when applying for the warrant that their information came, in part, from the Steele dossier.

Russian agents tried to recruit Page to spy on the USA, a 2013 probe revealed, which Page has said he rebuffed.

Page denies that he was recruited by the Russians and has also said that he cooperated with the Federal Bureau of Investigation.
