While Bush believes that the Russians "meddled" in the US election in 2016, he cautioned that this does not necessarily mean "they affected the outcome".

Bush, interviewed on stage at a business conference in the capital of the United Arab Emirates, said there was clear evidence that the Russians had meddled but whether that affected the outcome of the election was another question. Our democracy is only good if people trust the results.

President Donald Trump, whom the Russians tried to help get elected, has frequently hedged on whether he thinks Russia interfered on his behalf.

The White House has yet to comment on the former president's remarks, but this is not the first time Bush has spoken out on Russian Federation. "He can't think, 'How can we both win?' He only thinks, 'How do I win, you lose?'"

"He's got a chip on his shoulder", Bush said of Putin. "Therefore, much of his moves (are) to regain Soviet hegemony". "Putin is a brilliant tactician who has the capacity to detect weakness and exploit it", he said.
