North Korea reiterated on Saturday that it was willing to talk to the United States but said it would never sit with any precondition.

Trump spoke with South Korea President Moon Jae-in on Thursday, and according to a readout of the call, both parties said they agree that dialogue with North Korea must be "conducted with the explicit and unwavering goal of complete, verifiable, and irreversible denuclearization".

The North's representative then accused the USA of "amassing huge strategic assets in and around the Korean Peninsula, and mulling staging joint military exercises aimed at a pre-emptive nuclear attack on North Korea".

"The dialogue we desire is the one created to discuss and resolve the issues of mutual concern on an equal footing between states".

In Northeast Asia today, we need to develop pragmatic and creative methods that will try to rebuild North-South relations in the Korean Peninsula-without hopefully allowing too numerous ideological differences to get in the way. North Korea claimed to have a state nuclear force after conducting its sixth nuclear test and test-launching intercontinental ballistic missiles previous year.

During the talks with Tillerson, Kono will reaffirm the importance of maintaining maximum pressure on Pyongyang to compel it to give up its nuclear weapons, the official said. Trump has also threatened to use military force if diplomacy fails to end the nuclear crisis.
