
Sisi won 21,835,378 votes, while Ghad Party leader Moussa, Sisi's sole contender in the election, won 656,534 votes, or 2.92 percent of valid votes.
Egyptian President Abdel-Fattah al-Sisi originally ordered the creation of the Supreme Council for Combating Terrorism and Extremism after meeting with the National Defence Council following terrorist attacks previous year.
He won less than 3% of the vote, while over 7% of all those cast were spoilt or deemed "invalid".
"These are momentous moments for this nation. which will be written in letters of light under the title: battle for the love of Egypt", Lasheen Ibrahim, the election commission chief, said as he declared the vote free and fair.
However, turnout in last week's election was lower than in 2014, at 41 percent.
The Egyptian parliament has preliminarily approved a new law to establish a supreme council for combating terrorism, the media reported.
British foreign minister Boris Johnson appeared to strike a more cautious tone, writing on Twitter: "Look forward to working with President Sisi's government in his 2nd constitutional term".
But his only opponent Mousa Mostafa Mousa won't be too unhappy - having publicly backed Sisi to win a second term.
"Egypt includes all, as long as a difference in opinion doesn't spoil a nation's cause", President El-Sisi stated in the televised speech after winning a sweeping 97% of the votes.
"The entire world heard your chants for the love of Egypt".
Opposition groups had called for a boycott of last week's vote which they labelled a facade.
The result secures Mr al Sisi's position and his direction for Egypt, following the revolution that began in 2011.
In February Sisi ordered the armed forces launched their most comprehensive campaign yet to end the five-year-old jihadist insurgency.
Sisi also received congratulatory messages from a number of heads of state, including of China, Russia, United Arab Emirates, Czech and Armenia.
Critics say former general Sisi's popularity has been eroded amid tough economic reforms, which have left most Egyptians worse off, and also an unprecedented crackdown on dissent.
