Richard PenceWhy the Summit of the Americas is better off without Trump US needs to respect Latin American leadership on Venezuela crisis Pence endorses challenger in Texas congressional primary runoff MORE on Friday pledged almost $16 million in humanitarian aid for Venezuelans who have fled a deepening economic and political crisis in the country.

Opposition leader David Smolansky says Maduro's government "has become a threat to the region".

Pence says he will be calling on US allies to provide additional humanitarian aid during the Summit of the Americas in Lima.

The vice president announced that the US would provide almost $16 million in humanitarian assistance to Venezuelans who have fled their country under the rule of President Nicolas Maduro. As a hemisphere we must increase our support for the well-being of the Venezuelan people and the restoration of their democracy. He says, "We want one message to be clear: We are with the people of Venezuela".

The funds are through the U.S. State Department and the U.S. Agency for International Development.

Antonio Ledezma, the former mayor of Caracas, pleaded with Pence through a translator to bolster sanctions against Maduro, asking for "not only humanitarian aid but humanitarian intervention".

Pence is filling in for President Donald Trump at the Summit of the Americas in Lima after the president pulled out to focus on the US response to an apparent chemical weapons attack in Syria.

Richard Feinberg, a senior fellow in the Latin America Initiative at the Brookings Institution, said it would be hard for the U.S.to make a case to become the "preferential trading partner" as Trump seeks to upend trade agreements.

The high-level gathering in Lima on Friday and Saturday is expected to focus in part on the crisis in Venezuela and regional measures to further isolate Venezuelan President Nicolas Maduro and his administration.

Other heads of State and Government in Lima are Presidents Juan Hernandez (Honduras), Evo Morales (Bolivia), Enrique Peña Nieto (Mexico), and Prime Ministers Justin Trudeau (Canada) and Andrew Michael Holness (Jamaica).

Dozens of pro-Castro supporters were also present in Lima and on Thursday raucously interrupted a meeting to protest what they consider Cuba's mistreatment by the Washington-based Organization of American States.
