Two people died, hundreds of vehicles were damaged and several buildings were destroyed in the July 2016 incident. Hermond joined the National Guard in 2009, after serving 10 years in the air force.

Firefighters and rescue personnel said Monday that they were still in active rescue mode and had people and dogs searching both sides of the nearby river for any victims. Lopez told ABC News that he and Hermond made a decision to wait out the storm and began to help employees sandbag the restaurant's back door as floodwaters rose. Initial damage estimates appear to be higher than the 2016 flood, Kittleman said as he thanked the emergency workers and first responders who worked throughout the night.

Still, the one man remains missing, and this Maryland town is heartbroken. Local officials recently said 96 per cent of the businesses were back in operation and more than 20 new businesses had again opened in the Main Street area.

Hermond was reported missing by 12:30 a.m. Monday after officials searched the area where he was taken away by floodwaters, but couldn't find the 39-year-old. In some areas, the water rose above the buildings' first floors.

The town, which experienced major flooding in 2016, was inundated again this week when the Patapsco River reached a record level as rain pounded the greater Baltimore area.

Kittleman said the missing man was in his 40s and was not a resident of the historic district.

Simon Cortes, owner of La Palapa Grill & Cantina, said it's "a frightful time", and his business took on about a foot (30 centimeters) of water. No fatalities or missing people were reported. Rescue crews were still going through the muddied, damaged downtown conducting safety checks. Main Street in @EllicottCity with devastating flooding.
