Speaking at the Pentagon on Thursday, Vice President Mike Pence announced sweeping changes that reorganize how the Department of Defense handles space operations, even if Congress does not authorize the establishment of a separate Department of the Space Force. And some officials within the military and national security communities fiercely oppose the idea. The Pentagon's report, which was provided to Congress shortly before Pence's speech, also seeks to establish a new acquisition agency, the Space Development Agency, "charged with rapidly developing and fielding next-generation capabilities", not unlike the role the Missile Defense Agency plays in missile defense.

Mr. Pence said the administration already is working with Congress on the issue. A Space Force, dedicated to space the way the Navy is to the sea, would be the first new military service since the Air Force was created in 1947.

Under the plan, the Pentagon will recruit a civilian Assistant Secretary of Defense for Space, and set up an office to develop tech and buy satellites to help the U.S. in space combat.
