Pompeo Decries ‘Abhorrent Ethnic Cleansing' in Myanmar

"International experts, most recently in a report by the UN Human Rights Council-authorized Fact-Finding Mission on Myanmar, have found evidence that many of these individuals and organizations committed or enabled serious human rights abuses in the country", Facebook said.

The report, based on hundreds of interviews, is the strongest condemnation from the United Nations so far of violence against the Rohingya. "The Tatmadaw's tactics are consistently and grossly disproportionate to actual security threats", the report says.

The four other generals the United Nations panel said should be prosecuted were named as the army deputy commander-in-chief, Vice Senior-General Soe Win; the commander of the Bureau of Special Operations-3, Lieutenant-General Aung Kyaw Zaw; the commander of Western Regional Military Command, Major-General Maung Maung Soe; and the commander of 99th Light Infantry Division, Brigadier-General Than Oo.

Horsey said Min Aung Hlaing was a politically-savvy operator whom some analysts and diplomats have tipped as a potential candidate at the next election in 2020, when Nobel laureate Aung San Suu Kyi's National League for Democracy is likely to face opposition from nationalists aligned with the military. They also recommended that the matter be referred to the International Criminal Court or another special tribunal. Their report said the commander-in-chief of Myanmar's armed forces and five general should be prosecuted for orchestrating the gravest crimes under the law.

"The Tatmadaw's contempt for human life... and for global law, should be a cause of concern for the entire population of Myanmar and for the worldwide community", Marzuki Darusman, chair of the fact-finding mission on Myanmar, said at a press conference.

The purges began a year ago after a handful of Rohingya militants led attacks on security outposts, setting off a wave of reprisals.

At least 700,000 Rohingya fled Myanmar in the subsequent violence.

"The Rohingya are in a continuing situation of severe, systemic and institutionalised oppression from birth to death", Darusman told reporters.

The crimes documented in Kachin, Shan and Rakhine include murder, imprisonment, torture, rape, sexual slavery, persecution and enslavement that "undoubtedly amount to the gravest crimes under global law".

"The crimes in Rakhine state, and the manner in which they were perpetrated, are similar in nature, gravity and scope to those that..."

Kyaw Soe Oo and Wa Lone were probing the September 2017 massacre of 10 Rohingya men and boys in Myanmar's Rakhine state a week after the military launched a sweeping crackdown on members of the stateless Muslim minority.

Facebook's action means an essential blackout of the military's main channel of public communication, with pages followed by millions of people no longer available to a population that sees the social media app as virtually synonymous with the internet. Global experts, most recently in a report by the UN Human Rights Council-authorized Fact-Finding Mission on Myanmar, have found evidence that many of these individuals and organizations committed or enabled serious human rights abuses in the country.

The authors criticised Aung San Suu Kyi, and said she had "not used her de facto position as Head of Government, nor her moral authority, to stem or prevent the unfolding events" in Rakhine state.

"In Rakhine State, the elements of the crimes against humanity of extermination and deportation are also present", it said.

The Rohingya are one of the many ethnic minorities in Myanmar and make up the largest percentage of Muslims.

The Rohingya, who regard themselves as native to Rakhine state, are widely considered as interlopers by Myanmar's Buddhist majority and are denied citizenship.

Pushing them out of Myanmar, he said, was an "unfinished job".

The Security Council has repeatedly urged Myanmar to halt military operations and to allow the Rohingya to safely return home, but its initiatives have been limited by council member and top Myanmar ally China, who could also thwart efforts to refer the case to the ICC.

Earlier today, the investigators from United Nations called for an worldwide probe and action against top leadership of Myanmar's army including its chief for genocide against the country's Rohingya minority.
