Chung, head of the presidential National Security Office, led a five-member delegation to Pyongyang that also included the director of the National Intelligence Service, Suh Hoon.

It will be the third Moon-Kim summit.

This is the first time the North Korean leader laid out a potential deadline for dismantling nuclear weapons, the development of which pushed the region to the brink of military confrontation past year.

But American officials and conservatives in the South are concerned such a declaration would weaken the US-South Korea alliance and deprive the 28,000 US forces stationed on the peninsula of their deployment rationale.

Chung added that Kim expressed his intention to work closely with the United States to achieve denuclearization "in the first official term of President Trump", which ends in January 2021.

Mr Chung's visit to Pyongyang came amid growing concerns over a nuclear stalemate between North Korea and the USA, after talks stalled due to both sides refusing to give in to each other's demands.

They then met with the North Korean leader to discuss the agenda of the upcoming inter-Korean summit and other matters.

Donald Trump on Thursday claimed he and Kim Jong-un would "get it done together" amid continued controversy over the US's stalled goal of North Korean denuclearisation.

"Kim also made it clear that he needs some kind of proof Trump has abandoned the U.S.'s hostile policy before moving toward denuclearisation".

"He said he would appreciate that such good faith is accepted with good faith", Chung said.

North Korean media have released a declaration from leader Kim Jong Un that reaffirms his commitment to a nuclear-free Korean Peninsula amid a growing standoff with the United States.

The remarks represent Kim's first timeline for dismantling North Korea's nuclear weapons program.

Moon's spokesman Kim Eui-keum said Trump had asked Moon during a phone conversation before the trip to serve as "chief negotiator" between the US and North Korea.

"But the work of convincing Chairman Kim to make the strategic shift which we talked about, for a brighter future for the people of North Korea, continues", Pompeo added.

North and South Korea are officially still at war, because the 1950-53 conflict ended with an armistice instead of a peace agreement.

Any progress could depend on whether Moon's envoys were able to coax a stronger verbal commitment from North Korea on denuclearization to help put the nuclear talks between the United States and Pyongyang back on track.

The North Korean leader said he is willing to cooperate with both Seoul and Washington on denuclearisation, according to the envoy. They also worry that an end-of-war declaration could weaken North Korea's incentive for denuclearisation, while raising questions about some 18,500 USA troops stationed in South Korea, a legacy of the Korean War.

Other North Korean officials and state-run media outlets have said negative things about a variety of other USA officials recently, prominently including Secretary of State Mike Pompeo.

"He said he's pre-emptively taken steps necessary for denuclearisation and wants to see these goodwill measures being met with goodwill measures", Chung said.

The carrier, permanently docked in Yokosuka, Japan, last entered South Korea in October 2017, after conducting joint exercises around the peninsula.
