Russia's top investigative agency says an explosive device rigged with metal fragments caused the carnage at the school.

"It was a real terrorist attack, like in Beslan", Grebennikova said, referring to the 2004 attack and hostage taking that left more than 330 dead.

The National Anti-Terrorism Committee said in a statement that the blast at the college, in the city of Kerch in eastern Crimea, was caused by an explosive device.

Presidential spokesman Dmitry Peskov said President Vladimir Putin ordered agencies, .

Sergei Aksyonov, the head of the Russian-backed administration in Crimea, a region Moscow annexed from Ukraine four years ago, said the main suspect was a male student a the college and that he had killed himself.

"They then ran about throwing some kind of explosives around, and then ran around the second floor with guns, opened the office doors, and killed anyone they could find". There are dead and injured; no other details have been officially reported yet.

Law enforcement officials said they were treating the incident as a terror attack. "People are panicking", the Russian Telegram news service Mash cited an unnamed student as saying.

"At the moment, there are 13 dead and about 50 wounded, a lot of them teenagers". Initial reports that a shrapnel-filled bomb went off in the cafeteria.

The bomb blast took place in the city of Kerch, which is the entry point for a new 19km bridge linking Crimea to mainland Russian Federation.

Russian Federation sent troops to the peninsula, secured key buildings, and staged a referendum denounced as illegitimate by Ukraine, the United States, and a total of at least 100 countries.
