He said he took responsibility for deciding who appeared at which committee.

If achieved, he said Facebook "can stop being in this confrontational mode, frankly because it doesn't serve us or our users well".

Representatives from several countries-including the UK, Argentina, Brazil, Canada, Ireland, Latvia, Singapore, Belgium, and France-were instead forced to question Richard Allan, Facebook's VP of Policy Solutions, who said Facebook is happy to answer the committee's questions but might not always involve Zuckerberg personally.

Tracing similar lines to special counsel Robert Mueller's investigation in the USA, lawmakers on the United Kingdom inquiry are trying to determine the extent of foreign interference in democratic processes, and the extent to which social media companies may have been complicit in any such interference.

At the time of the hearing, the committee shared a picture of the empty and seat and nameplate, stating: "Nine countries".

Collins did, however, reveal that in October 2014, an engineer at Facebook discovered that Russian operatives used a Pinterest API key to pull over 3 billion data points per day from Facebook users.

In response, Allan said at the hearing that the documents generally are "potentially misleading".

A British lawmaker alleged on Tuesday that seized documents from Facebook show that a company engineer identified a major data collection effort based in Russian Federation that had been previously undisclosed.

Facebook said comments were taken out of context and "no evidence of specific Russian activity" had been found at that time. The committee used its powers to force Theodore Kramer, chief executive of Six4Three, the company behind the photo app, who was on a business trip to London, to turn over the files.

"This has generally been Facebook's answer to questions about its post-consent decree privacy practices".

Damian Collins, in charge of the hearing and committee, said in a Sunday tweet that he had reviewed the documents.

Charlie Angus, a lawmaker from Canada, said that humanity had "never seen anything quite like Facebook" before, Reuters news agency reported.

The firm had improperly accessed data on millions of Facebook users, prompting Britain's regulators to fine Facebook earlier this year for the security lapse, though the company has said it intends to appeal.
